Stop Google Chrome from Creating Downloads Folder

It's annoying, that's what it is.  Yes, Google Chrome's creation of the "Downloads" folder in My Documents (or just Documents depending on your Windows operating system) is very annoying.  Worse, you'll think you can easily stop it by going into Chrome's preferences and pointing the downloads location somewhere else.  But then next time you look, it's reappeared. Well, here's how you can finally bring about the silence of the Downloads folder:

Navigate to the file named "Preferences" in Chrome's profile settings folder at:
  • %AppData%\Local\Google\Chrome\User Data\Default - locally installed version
  • :\PortableApps\GoogleChromePortable\App\DefaultData\profile\Default - PortableApps version
Then open it with a text editor such as Notepad and change the second line within the "download" section as follows:
"download": {
      "directory_upgrade": true, <- default value is "true"; change to "false" and save
      "extensions_to_open": "", <- leave alone
      "prompt_for_download": true <- leave alone
